Chief Lucas serves as Fire Chief for Baker Hill Fire / Rescue, where he provides executive leadership, organizational guidance, and strategic vision for the department's fire and emergency response operations. A lifelong member of the Baker Hill community, Chief Lucas has dedicated his career to protecting the citizens he has lived alongside his entire life.
With 20 years of service to Baker Hill Fire / Rescue and 10 years as Chief, he has overseen significant advancements in training, readiness, and operational capability. His qualifications include Firefighter I and II and Fire Instructor, reflecting his dedication not only to operational excellence but also to developing the next generation of firefighters.
Chief Lucas is deeply committed to fostering a culture of professionalism, integrity, and continuous improvement within the department. Under his leadership, Baker Hill Fire / Rescue has strengthened its response capabilities and continued to evolve to meet the growing needs of the citizens it serves.

EMS Captain / Operations
EMS Captain
Matthew N. Lucas serves as EMS Captain for Baker Hill Fire / Rescue, where he provides executive-level leadership, operational oversight, and strategic direction for the department's emergency medical services system. Captain Lucas is responsible for clinical standards, provider development, operational readiness, and long-term system advancement.
Captain Lucas has more than 21 years of EMS experience and 13 years in the fire service, with extensive certifications including Paramedic, Firefighter I and II, Fire Officer II, Fire Instructor II, Hazardous Materials Technician, ISO, and multiple Technical Rescue disciplines.
His dedication to the fire and EMS profession began early in life, inspired by his father's distinguished 30-year career as an EMS Battalion-level leader with Clearwater Fire Department. Growing up immersed in the culture of public service, Captain Lucas developed a deep understanding of the responsibility entrusted to emergency responders.
Captain Lucas recognizes the unique and demanding challenges of rural emergency medicine, where extended transport times place greater responsibility on prehospital providers to deliver advanced, definitive care in the field. His vision for the department is to establish and sustain a progressive, critical care-capable EMS system.
Through disciplined leadership, professional development, and strategic planning, Captain Lucas remains committed to building a resilient, forward-thinking organization capable of serving its community with professionalism, integrity, and excellence for generations to come.
